I believe you need an IDS to program a GEM module in those old Fords. The 908P can
do some Programmable Module installations in some Ford modules. It downloads info
from the old module and loads it in to the new module. It never worked for me with
PCM's for me however. It may work for a GEM module if the function is included for the
model that you are working on.
